Draws a circular sector

Parameters:

• drawing – viewport for drawing
• id_str – (string) unique ID string for the SVG object
• x0 – X of the circle center
• y0 – y of the circle center
• r_in – radius of the inner circle
• r_out – radius of the outer circle
• deg_from – starting angle
• deg_to – final angle
• kwargs – sent to the drawing methods
